This brief was submitted to the Standing Committee on Social Development of the Ontario Legislature in connection with B which is intended to limit university deficits.

The following concerns are examined: current university funding levels in relation to enrollment and student demand, research responsibilities, tuition fee levels, and capital requirements for teaching and research.

A brief of the Council of Ontario Universities (COU) on operating support to the Ontario Council on University Affairs (OCUA) is presented. Background information on funding includes the following: the basis for analysis, a comparison of the COU request and OCUA II, the government's provision forinterprovincial comparisons, and intraprovincial comparisons.
